AES Redondo Beach is at the center of a huge local debate—should the plant be or should it be ?

The original plant was built in the late 19th century; AES bought it in the 1990s from Southern California Edison. Right now, its stacks tower over the city, and its been called a "major blighting influence" in the harbor area.

AES says the and have a much smaller footprint; opponents, however, say that any and depress property values.
