Paramedics rushed Payne to an area hospital, where she was later pronounced dead.

Northbound PCH was closed to traffic at Calle Mayor, about a mile west of Western Avenue, for about three hours to accommodate the crash investigation, Estrada said.

Police asked anyone with information about the crash to contact the Torrance police traffic division at (310) 618-5557.
