Runoffs Rule the Night; Measure A Too Close to Call

Patch is projecting runoffs in the mayoral, District 1 and District 4 races.

With the majority of the votes counted, Patch is projecting a win in District 2 for current Councilman Bill Brand and runoffs in the mayoral and other council races. The results of Measure A are too close to call.

As of midnight, Brand had 55 percent of the vote, with about 460 votes left to be tallied. Challenger Michael Jackson, with 34.4 percent, would have to win at least 310 of those votes to force a runoff in District 2. Susan Kowalski took a distant third with 9.6 percent of the vote.

Current Councilman Steve Aspel, who is finishing is final term representing District 1, will be in a runoff election for the mayor's post with 39.7 percent of the vote. Challenging him will likely be District 5 Councilman Matt Kilroy, who earned 28.3 percent. District 3 Councilman Pat Aust earned 21.7 percent of the vote, while newcomer Eric Coleman took home 10.1 percent. Kilroy and Aust both have two years remaining on their terms. About 1,600 provisional and vote-by-mail ballots remain to be tallied.

In District 1, Jeff Ginsburg, who earned 41.4 percent of the vote, will either face Jim Light (28.5 percent) or Kim Fine (24.6 percent). Dianne Prado earned 5.5 percent. About 360 vote-by-mail and provisional ballots will be tallied Monday.

Stephen Sammarco will be in a runoff for the District 4 council seat, with 40.8 percent of the vote. Challenging him will likely be Jan Jeffreys, who earned 31.7 percent of the vote; however, 18-year-old Julian Stern, with 27.3 percent, may pull an upset. More than 260 ballots remain to be counted.

Measure A is too close to call. As of midnight, only 383 votes separated the ayes from the nays, with the no votes leading 51.6 percent to the yes votes' 48.3 percent. About 1,600 ballots still need to be counted.

8:37 p.m.: I've finished updating the results on our Redondo Beach Election Results and Measure A Results pages. So far, only absentee ballots turned in before noon today in District 1's Precinct 1 have been counted.

8:45 p.m.: City Clerk Eleanor Manzano just released the vote-by-mail results for Precinct No. 2 in District 4. Measure A is neck-and-neck. I'll update the results pages shortly.

9:07 p.m.: All numbers are now updated! So far, they've counted four precincts—two from District 1 and two from District 4.

9:35 p.m.: Mayoral Candidate Steve Aspel stood outside HT Grill waiting for the early results in the mayoral race at his dual campaign party, hosted alongside District 1 City Council candidate Jeff Ginsburg. "He's the best candidate to fill the seat," Aspel said of Ginsburg. Apsel said he's esctatic tonight about his outlook in the mayoral race, and added that he spent most of election day relaxing and cleaning out his garage of campaign materials. "The last four months have been grueling," he said, noting he and his wife, Pam, canvassed tirelessly for two to three hours each day during his campaign.

10:10 p.m.: AES Southland President Eric Pendergraft watched the live feed from City Hall from the group's party at HT Grill, saying they've heard absentee ballot returns for districts one, two and four in Redondo Beach and are still waiting on district's three and five. "I think our strongest [returns] will be in District 5," he said. "We're still optimistic."

10:13 p.m.: Former Redondo Beach District 2 City Councilman Kevin Sullivan stood with Pendergraft at the AES campaign party at HT Grill, adding that he does not believe Measure A is sustainable. "It's not legal in the long run," he said.

10:21 p.m.: All vote-by-mail ballots from Districts 1, 2, 3 and 4 that were turned in by noon today have been counted, and the results have been updated. No results from District 5 precincts have been announced yet.

10:27 p.m.: Redondo Beach District 1 City Council candidate Jeff Ginsburg watched absentee ballot returns get posted on the live feed at his joint campaign party with Aspel. "I've got a gut feeling it'll only get better," he said. It's been a great experience."

10:29 p.m.: Ginsburg said, if elected, he wants to bring some capital improvement projects to Riviera Village after having served on the BID for 10 years. To combat historic parking woes, Ginsburg said he wants to look at shuttle stop service for the village, as well as a bike corral.

11:15 p.m.: Although all precincts have reported in District 4, there are still about 260 provisional and absentee ballots left to count. Patch is projecting a runoff that involves Stephen Sammarco. It's not unclear whether he will face Jan Jeffreys or Julian Stern.

Measure A is losing, with only 48.4 percent voting in favor.

11:35 p.m.: With all precincts reporting—but with more than 400 vote-by-mail and provisional ballots left to be counted—Councilman Bill Brand appears to be headed for re-election in District 2.

Patch is projecting a runoff in District 1, with 360 vote-by-mail and provisional ballots remaining. The runoff will be between Ginsburg and either Jim Light or Kim Fine.

12:01 a.m.: At a campaign party at Splash in the Crown Plaza Hotel, District 1 City Council candidate Jim Light said he was not happy with how the "no" votes for Measure A were stacking up against those in favor, even though "several hundred" ballots still need to be counted. For his race, which appears to be heading into a run-off, Light said he's ready to keep going but admitted he "sees the writing on the wall."

12:04 a.m. Also at Splash, Redondo Beach District 2 City Council candidate Bill Brand declared his victory, adding that it's bittersweet, with fellow colleague Jim Light in a tight race for the District 1 seat and Measure A support trailing. "I figure AES just purchased a large portion of the waterfront," he said. "It was hardly a mandate. They should have walloped us by outspending us 10 to one."

It should come as no surprise that Brand capped the night by insulting the integrity and intelligence of the majority of Redondo voters by saying they were bought off by AES. I would expect nothing less from him.

I am crest-fallen with the outcome for Measure A. Having canvassed Districts 2, 4,and 5 on many week-ends, I realized that there was a lot of confusion generated by AES mailers, and AES-sponsored Michael Jackson mailers as to the inherent health hazards to our community should AES be allowed to expand. Many older citizens, especially, who sent in their absent-t ballots early said to me "I wish that I had known sooner what was at stake". Other incumbents from City Council (minus Bill Brand) muddied the waters, begging the question "What's in it for them?" to back a polluting Power Plant when they EACH had earlier stated that they did not want it in our densely populated part of the City?? You have to ask yourself the question, WHO do they (Steve Aspel/Diels, Pat Aust,Kilroy) represent???

Mary you also have to remember that towards the end of the voting time, the mud slinging was horrible and become venomous. That turned people off. Although I was not in favor of the measure, I certainly believe that the Measure had merits to stand on and talked about. The problem is many people simply became ugly, and that turned off the voters.

I do think that Jim Light and many of the people that supported his position were very diligent in there homework and there passion for there purpose and should be commended on that. Just because the Measure does or does not pass does not diminish in any way the hard work that went into it.

I look at it as the glass as being half full. Now the old, ugly, outdated power plant will be demolished sooner rather than later, and that's a good thing. Think about it, if Measure A had passed, the old plant could/would have remained standing as is until at least 2020 or beyond. I'm a native, 65-year-old resident of this town, and want to be around to see the damn thing gone before I hit 70! Let's get on with it..."Tear down this Plant!"

Really? 40% of the District Voted for Sammarco, a man who stole, yes stole other cadidates election flyers from private residences, the man who was filmed pulling up other candidates lawn signs from private residences, Really a man with that lack of integrit and moral values you vote for him ? Please check the Redondo Beach Police department to verify my comments as a police report (or 2) were filed about this man's despicable actions He should voluntarily step aside and allow a runoff with the other 2 candidates - But the again a low lying cheat shows us how you win elections these days

On 2 occasions I had lawn signs in my yard torn from their wire frames and carried off by person's unknown. I'm in District 3, and they were Yes on Measure A signs, so it probably wasn't Sammarco. Wish I'd thought to focus a video camera on my signs to catch the low-life(s) responsible. This happens in every election, so I should have been prepared, especially considering the various tactics used by the No on A puppets. Maybe next time...

Oscar, AES has no plan to tear down the old plant until after the new plant is fully rebuilt. So it would likely be torn down the same time either way.
Besides, the new plant will be just as ugly. Redondo just proved that it isn't worthy of a first class harbor or waterfront. People here aren't interested in change or leadership.

Thank you to all the good folks in RB for voting NO on measure A. The 30 acre park and the 20 acres of commercial that measure A called out for would have most likely caused our great city to seek bankruptcy, because of the giant lawsuit the City would have faced with AES and Southern Cal Edison for trying to steal their private property rights.

The victory is that half of this city is tuned in, paying attention and they were smart enough to know that trusting the dishonest mailers paid for by the power plant corporation was not in the best interest of the people.
With the money AES spent, the paid mouthpieces, the special interest Chamber leaders and our city officials working "for AES" rather for the people, AES should have crushed it at the polls. They should have won by a landslide. They had every endorsement money could buy, and yet it ended so close. That, fellow neighbors, is a huge win for the people of Redondo Beach! Congrats to all of you for being smarter than the average bear...

Ray, you are exactly the kind of uninformed voter that I was afraid our great city was too loaded down with for Measure A to pass by the wide margin it should have. Measure A did not "call" for a park or commercial (commercial what?) as you state, just a zoning change to trigger a CEC study to determine if the plant was necessary. There was no chance for a law suit that would not have been quickly thrown out by the judge, and not only did it not steal any property rights from AES, Edison doesn't even have any property there anymore. After all the information that has been available on this for so long how could you still be so ignorant?

My hope is that those who lost will do so graciously and work towards rebuilding the relationships in our community, not spend their time insulting those who vote for the other side, calling names, spouting conspiracies or planning on suing the city. Please ask yourself if these apply to you and if this is the vision of yourself that you want to portray to your neighbors. Some of you said some pretty ugly things to those live with you. Instead of continuing to behave like trolls maybe you can try to work toward making our city better, not just being sore losers if more citizens happened to vote against you. This is what democracy is about.

Doug - let it go and stop calling names for those who voted against you. People clearly had different opinions on this issue and that doesn't make them "uninformed" and Ignorant. Those who voted did so carefuly and in good conscience. I have found that those so spend so much time pointing fingers at others should look at the three fingers pointing right back at them.

I'm sorry if you have a hard time expressing yourself without name calling, but it's what I'd expect from people who couldn't tell the truth from the lies to rid our city of the AES blight, pollution and corruption. Sorry if that comes across as harsh, but I'm sure you'll follow your own advice and "let it go".

I didn't call anyone troll. I asked people to be introspective. If they found the name fits them they can think about if that's the person they really want to be. For example if you don't say something harsh you don't have to apologize for having said it. But I also know that some people just like to insult others. For them I'm sad.

the problem with all of these posts is that they miss the point. Now that Measure A has failed we (Redondo residents) need to find another way to stop a new power plant. Stop the pollution, blight and chance of condo development on our water front. History shows and the council agrees that no one wants a power plant on our water front. I just hope the people that voted no will try just as hard to find the next solution as they did to kill the first solution. That is if they are truly against a new power plant. We will see
